Following the original letter to the Guardian in February 1951 calling on the public to join a campaign for peace and development, Harold Wilson MP was asked to chair a committee of economists and other experts to draw up a plan to end militarism and world poverty.
This is the full text of the report published on 9 June 1952 which led to the formation of War on Want as an organisation.
