The Race to the Bottom

If trade and globalisation are going to deliver any benefit for the poor then workers' rights must be protected. Developing countries are strongly encouraged to open up their economies to trade and investment. Competition then develops between countries to provide the cheapest and most flexible labour force. This creates a race to the bottom in global labour standards. A race in which there are no winners, only losers.

The governments of the world have signed up to certain International Labour Organisation (ILO) standards known as the core conventions. If implemented these standards would form the basis of a safety net below which workers' rights would not be allowed to slip. This could end the race to the bottom.
