Dear Prime Minister Sharon,
I am most concerned and distressed about the reported IDF attacks on Monday 5th May 2003 on two medical relief clinics and training centres of the Union of Palestinian Medical Relief Committees in Nablus and Ramallah. The IDF caused serious damage to the buildings, destroyed computers and furniture as well as breaking doors, and took away equipment. During this attack the IDF arrested Dr Mohammed Skafi (43) who is the Head of Emergency Services and First Aid at Medical Relief. Dr Skafi suffers from Diabetes. They also arrested Mr Nasaif Al Dik, Coordinator of Community Health Projects and two medical relief volunteers - Shadi Abu Bakr and Ahmed Badwan. All were arrested in their homes.
According to the information that War on Want received received, Dr Skafi was released on Monday the 5th of May at 5.00 pm, after being held at a detention centre at the Beit El settlement. Dr Skafi was released without charge and did not endure any interrogation procedures. However, Shadi Abu Bakr remains in the detention centre at Beit El settlement. The IDF has refused to release him and has prevented his lawyer from meeting with him. Mr Nasaif Al Dik and Ahmed Badwan are also still being held at a detention centre at Petah Tikva. The IDF has refused to allow lawyers to meet with them too. In addition, equipment stolen from the medical relief clinics and training centres has not been returned.
I condemn these attacks, as they are in violation of international law and the Fourth Geneva Convention. Those arrested were engaged in peaceful, non-violent actions, providing medical relief to civilians and patients. This attack is a dangerous sign as the Israeli occupying army has invaded humanitarian services, a grave violation of International Law.
I join with other human rights organisations in demanding:
- An immediate end to all acts of intimidation and attacks on community
health centres and medical teams in the Occupied Palestinian Territories that are contrary to the international law and the Fourth Geneva Convention - An immediate release without conditions of the three detained people so that they may return to their essential humanitarian work
- An immediate return of all seized equipment to the medical centres
